It sucks to see all these negative reviews because I actually had a quite pleasant experience with capital the year I lived in one of their properties. I ended up scoring a place in north Portland for under 1000.00 a month that was clean and brand new. I had a few minor maintenance issues in the first few months and they were taken care of promptly by the maintenance manager Delaney. Overall the building was nice and all of the interactions I had with the staff were pleasant. Everybody was more than happy to help me with any issue I had and communicated pretty well. As far as people not getting their deposits back, I’m not sure what that’s about. I cleaned my apartment thoroughly and had no problem getting my entire deposit back. I left the apartment as it was when I moved in (with some obvious wear and tear) If you are worried about it, request to walk the property with someone from the company.
I would definitely recommend renting from them as it was an easy experience — paying rent online — easy approval process and a lot of properties they have allow pets!

I guess the employees get the lowest salary in Portland. I have been living in their apartment near OHSU for about 3yrs. I found rats (they caught at leat 5), bugs and ants in our kitchen and bedroom. Definitely themselves would never live in the apartment. Moreover, they charged deposit+extra month rent for my moving out charge. Also, they have been spying my personal life because they have witnesses watching my garbage disposal. I disposed the matress boxes two months earlier than my moving out date, however, they didn’t warn me until I moved out. They charged me garbage disposal penalty even the matress didn’t belong to me. These means I was inspected even when I was physically living in this area. Totally offended. Be aware!

They don’t answer their phone or respond to voicemails/​emails. I qualify (very well) for an apartment with them but if this is how they deal with people I think I will avoid this company. Their policy is to choose tenants based on who can manage to get ahold of them? If I have money for them and they don’t even respond, I can imagine that they aren’t very responsive to their tenants.

Apparently the people that were giving 5 stars were people still living in the rentals. This company is great until they sue you. That’s why it still gets 1 star.

This property group is a complete joke. Let me tell you what went down. I applied for a unit, got approved, (although I needed a co-​signer), it seemed pretty easy. What happened next I would never expect. After I was approved, I did not hear back. I spent time calling, sending them emails, and they weren’t returned for days. Finally I heard back. Originally, the place was estimated to be ready on June 15^th and the tenants would be out by June 2^nd. I was told this was enough time for maintenance to go in and assess any possible damages or repairs/​cleaning. This date was confirmed by more than one person as well.
Since I am moving from Las Vegas, I sent almost all of my belongings with a moving company at the end of May. I get a call June 10^th, letting me know that now the place wont be ready until July or later and that maintenance had not even been into the unit. Five days before I leave I find out it wont be ready. So you’re telling me that 8 days went by with nothing being done at all? It took one whole week for them to contact me with changes and had absolutely no remorse. Jamie, our representative, never returned our calls, and blamed us for many issues. Following this frustration and moving delay, we get another call from Shannon, a different representative who tells us that we can pick another apartment instead, withdraw from the apartment, or wait until who knows when for the place to be ready. So we looked at other properties and they were either out of our price range, unavailable, or had far away move in dates. How can we even trust that these move in dates will be followed if we have a poor experience with that already. When we notified Shannon about our issues she seemed she did not care whether or not we stayed with the property group. Therefore, we have completely taken our business elsewhere. These people just want your money, do not care about their tenants, and do not keep their word. Has left me feeling angry and disrespected by this company. Horrible first experience with real estate in Oregon. Good thing we never gave them a security deposit. We may not have gotten it back.Fuckers.

I don’t understand all the bad reviews this company has. I have lived in an apartment they manage for almost a year and I have had nothing but positive experiences. They rented to me even though I don’t have the best of credit, they have the ability to pay rent online and request maintenance online, they are very responsive to any maintenance request I have had, and they even keep up with the landscaping, etc. They manage a ton of properties so I’m sure some people don’t end up having a great experience but it’s a shame that only those people take the time to write a review. I’m sure there are lots of other people like me who haven’t had any problems. I wouldn’t let it discourage you from living in one of their properties.

TL;DR if you are applying for an apartment from these folks in a pinch, don’t expect a fast turnaround. Apply elsewhere, too.
When my boyfriend and I applied to a place we absolutely loved, we needed a cosigner due to lack of rental history (subletting for years). That’s cool. I don’t trust my previous lease agreements either, but hey, we’re all employed with good credit. How long could an application possibly take to process? I actually don’t know because five days later it is still being processed, even though we’ve asked them a couple times now to withdraw our application.
Whoever was going over our application quickly became known as The Investigator, because she was very thorough. I don’t mind the thoroughness, but I do mind the clumsiness with which our application was dealt. Mostly, she called our references, employers, and cosigners multiple times. It’s disrespectful of people’s time and puts us in kind of an awkward position with folks who pay us and let us live in their apartment. They called my both of my parents (who were down to cosign) several times and our current landlord twice (why?!). Then when we called to say we had to make a decision, we just never heard back. We really liked the apartment for rent, but it just took too long.
We needed a place kind of quickly, so this was clearly not going to work out for us. The process was way faster with other property management companies, and we ended up finding and getting approved two apartments in the time it took for Capital Property Management to process our application. We’ve got some apologies to hand out to our references, but at least this ordeal is over.

I had an excellent experience with CPM. In Portland, where rents are so high, it can be easier to qualify for a mortgage than for a lease. CPM worked with me to help me qualify for a six-​month lease, which was convenient because I was looking for a place to buy. CPM maintained excellent, honest, and detailed communication and administration. They handled maintenance issues immediately. They did everything the lease called for, and I got my deposit back with no issues because I did everything the lease called for, too.

My fiancé and I applied to rent a home this past week. Applications filed & 100 bucks in application fees paid. I hadn’t heard from these people and made mention to my sis in law (who happens to be a contractor and real estate agent). She called these people and was informed that while the background check and application went through and was approved, the people who work here are so incompetent and/​or overwhelmed that no one ever got back to us to ask us to fax paystubs & SSN cards over, so the house that we were so excited about, got rented out from under us:(Wish I had that 100 bucks back.

RUN fast as you can from this company! You think you signing a lease with them and no sooner than you sign it and they have Waypoint homes take over. It is very difficult to get anyone from maintenance to come address issues not to mention my house had RATs!

I’m honestly surprised to see so many 1 star reviews because a lot of the experiences shared here in no way reflect how I was treated. I rented from CPM for four years in an older building in the NW neighborhood. All of my neighbors were great and quiet, the apartment was really beautiful with great views and everything was completely up to standard upon moving in. On the rare occasion I needed maintenance help with something my issues were handled promptly.
One thing to note about the black mold issues people are mentioning: this is almost inevitable in any older building with the type of moist climate we have during winters. I’ve rented from quite a few of the more well known companies with historic buildings in the NW neighborhood and almost all of them have a sheet they give you on how to keep mold down to a minimum, including opening windows during showers, ventilating all the steam from things like boiling pasta, etc. yes, mold will show up but that’s going to happen almost anywhere. Just get an empty spray bottle and make a 10% dilution of bleach in water and hit the trouble spots about once a week. Also, there are literally hundreds of strains of black mold and only very few are remotely harmful to humans, so it’s not nearly the big deal so many alarmists paint it to be.
My building was always secure, never had packages or mail go missing. I think there was one bike theft from the basement bike rack during the years I was there, but bike thefts happen at even the highest end condos w/​cameras and fob access entrance so I always keep my bike in my apartment anyway.
About deposits: I gave my apartment a thorough deep cleaning upon move out and assumed I’d get maybe half my deposit back, if that (and rightfully so, I definitely had a handful of dings and damage done while living there) so imagine my surprise about a month after handing in my keys and getting a check for my entire deposit back. Not a single penny gone. If this company really was as predatory with keeping deposits as many of these negative reviews are saying, why would I have gotten mine back? Something doesn’t add up about that and I’d use better judgement when reading some of these negative reviews.
I found all the staff I dealt with at CPM to be excellent, attentive and just wonderful all around. I still miss that old charming building, my friendly (and quiet) neighbors, my apartment was such a nice place to call home but I needed more space and eventually had to move to a non CPM building to accommodate the size requirement I needed. I highly recommend CPM.

The very worst property management company I have every encountered. A few others have said that they wish they could give them zero stars, I do too. I lived in one of their apartments for almost 7 years and they were constantly looking for new ways to nickel and dime my rent up. When I left, my entire deposit was withheld because of the need for minor repairs and updates on an apartment that I simply lived in for almost 7 years, creating totally normal wear and tear on my apartment. Examples: they want to charge me $ 24 for a window screen that fell out of the window, they want to charge me to replace the shower head on my shower that I used just about everyday until the day I moved out with no problems, they said the apartment was excessively dirty, I swept, moped and cleaned all surfaces multiple times before leaving. They want to charge me to replace the medicine cabinet in the bathroom — THERE IS NOTHING WRONG WITH THE CABINET! Except for the fact that I used it for almost 7 years.
It is ridiculous and now I have to spend time and energy defending the fact that I was not negligent or intentionally damaging to my apartment while I lived there.

Wish I could give them a zero. I’ve had black mold in my apartment since I moved in 3 months ago, and kept being told they were going to come deal with it. I have been ignored and given the run around at every turn. THEY DON’T RESPECT YOUR LEGAL RIGHTS TO A SAFE AND HEALTHY HOME. Worst management company ever.

Prepare to defend your deposit if you rent from CPM. In 2012, the president of CPM told a local industry group that it was company policy to collect aggressive deposits. In my experience CPM was just as aggressive in trying to keep all or part of the deposit after move out.
State law says that landlords can deduct the costs for repairing «damage» to a rental unit from deposits but not the costs associated with «wear and tear». The difference between «damage» and” wear and tear” is not clear. CPM has taken advantage of this lack of clarity through use of a Hardwood Floor Addendum to the lease. The CPM lease agreement I signed provided definitions of «damage» and «wear and tear» for a number of elements of the apartment. However, the Hardwood Floor Addendum defined all deficiencies (scratches, nicks, etc.) to the hardwood floor as «damage», and therefore the tenant’s responsibility for repair costs. It did not define «wear and tear» to the hardwood floor.
After I had moved out and carefully cleaned the apartment, I inspected and filmed it. Since I had lived in the unit with my dog (with the approval of CPM) for several years there was some evidence of normal wear and tear to the floor from our use. I also noted one area of water staining covering about 10 square feet. CPM charged for damage to 100 square feet of the floor. Despite repeated requests, CPM declined to identify the area of the floor that they claimed was damaged or provide an explanation of how they distinguished between «damage» and «wear and tear.» Rather, they produced the Hardwood Floor Addendum with the suggestion that I was responsible for the cost to repair every scratch and nick. Umm, no.
The Addendum is essentially a blank check for CPM to retain all or part of the deposit, at their whim, and allows CPM to pass through the cost of wear and tear to their tenants. CPM certainly knows this definition of damage to the hardwood floor would be unlikely to hold up if legally challenged. However, the wording of the Addendum works very well to bully tenants that question move out charges associated with the flooring. This is not the way a company acting in good faith treats its customers.
With all the new apartments under construction in Portland you can choose, to be treated fairly.

This particular Property Management Company is terrible to deal with. PLEASE AVOID them, for your own good. They take your money and run. (I recommend an alternative in the article later)
This property management company cares about one thing and ONE thing only, your money. They are pleasant and helpful and very cooperative until they take your money.
Then, Good Luck. They got what they wanted. With unbelievably outrageous standards and limitations, Bill Gates would be lucky to be «approved’ by this company.
The hoops someone has to jump through to get any sort of feedback or information about the status of an app, is astounding. Seriously, It took about a whole business week for the company to acknowledge our existence, After they had our card information on file.
I have spoken with a number of people in the leasing department, including but not limited to Angelee and Kate Nutting. Other than taking my money and setting me up, they were pleasant enough people.
I would highly recommend to avoid this company at all costs. For the sake of exposing Capital Property Management for who they really are, they have setup their system to intentionally lure hopeful and likely very qualified individuals and profit off their selective and complicated application process.
I would actually recommend speaking with Cerissa at Corso Apartments, She is experienced and actually cares about you, as a person, not a number and a paycheck. She was wonderful to deal with and she was willing to help us scope the area for places to live.

The only reason I’ve given a ⁴⁄₅ instead of a ⁵⁄₅ is because I can’t rate on any other aspect other than a showing of a few apartments.
I met with Hilary, who had showed me two apartments. She set a pretty relaxed tone through out the viewings. Never pressuring me into anything, answering all my questions and also maintained her professionalism. She was also very knowledgeable about the neighborhoods and surrounding areas of the places that were shown. She was cute too, which is always a bonus.
Overall, had a pretty successful meeting with Capital Property Management in terms of the showing process. I feel comfortable continuing with the application process through them after my showings today.

We applied for an apartment and tried to contact them for 12 days with no responses to voice mail or emails.
Finally, Capital Property Management replied after 12 days to tell us that we were accepted. We really liked the apartment and paid the application fee yet I still told them that we were going to pass.
I cannot even imagine renting through them. The service is simply horrible.

I can’t say this has been terrible, but I’m definitely relieved to be leaving — I complained of a moldy smell a year ago, had one guy coming out to check things out, and he claimed there was pretty much nothing he could do, other than recommend I keep cabinets open. The smell has lingered this whole time, but I’ve tried my best to remedy the situation on my own. Overall, I dread calling their offices because their receptionists are sassy and cut me off before I can finish my sentences. I’ve been redirected to «so and so who is out to lunch» about a dozen times, where I leave a message and hope someone will return my call.
More importantly, and this is truly the MOST important: If you end up with an apartment in the SE, be aware of who is around you. My neighbor is a peeping tom (but I don’t know if he’s in my apartment building or if he’s at the adjacent one across the way from me.) He walks by my living room every day, and every day he looks into the window and makes long eye-​contact with me. It’s unwanted, it’s inappropriate, and it’s simply NOT OK. This is nothing on CPM, at all, it’s just something for you to be aware of if you end up at their location off Sherman Street.

Pretty sure these people are Capital Property Management Services?! They have two profiles up (within one block of each other?) yeah I’d say it’s the same place. Probably got so many bad reviews they tried to make another profile! Anyway, check out their other profile too. Equally awful reviews.
They falsely advertise their properties on Craigslist. They said 950 sq ft for a studio and it was really 530 sq ft… ooops! Yeah, don’t think that was a mistake. Talked to the guy about it too.
