Hard to characterize the Wallingford Steps as a real park. All it really is a gateway to Gas Works Park at the bottom of this arty staircase from Wallingford Ave. Though it has a okay view if you are taking pictures. But the views at Gas Works are superior, so save some camera memory space.

Stairs and a patch of dead grass around it, not a park. Clean to sit on though!
