My favorite local Costa Mesa Phở restaurant! My roommate and I came here once because of its convenient location, but now come back 1 – 2 times per week. The service is always excellent– quick and polite! We never have empty water glasses and the food is always fresh and hot. We particularly love the egg rolls and Phở noodle soup. I’ve also had their Vietnamese Spicy Beef soup which was tasty. Definitely recommend this place for its casual and quick atmosphere at a great price!

This place went from Phở 99 to Mama Hongs to Phở Top Noodle 2. It’s your standard Phở place. Food is good. The staff is friendly. When the manager is there, the broth tastes much better. It’s my go to place when I don’t want to make the drive to Westminster where my favorite phở places are. The only reason I am giving it 3 stars is because they never write down our orders. They try to memorize it and then punch it in their computer. And they ALWAYS get it wrong. I’ve even asked them to repeat it after but somehow it is always wrong. So if they improve on this, I’d reconsider giving them higher rating.

Unilocal says they close at 9:30. The sign in front of their building says they close at 9. I just arrived at 8 and all the lights were off, chairs were stacked. Very confusing, but their food is beautiful.

Phở real though, this place is legit! If I’m having the late night cravings or need a cure for my hangover, I go to the phở places in Little Saigon. But I was in the area and a friend suggested this little joint — so why the hell not? They have a tofu and broccoli phở bowl that’s lit, it has to be one of my favorites. Their rolls here are meh, but I mean that’s not what they’re really known for, though it does suck it’s not fire. My homie usually gets chicken and shrimp which I think is a weird combo, but to each their own, he loves it! Service here is pretty spot on, waiters and super attentive, which is unlike the phở restaurants in Little Saigon. Prices are decent, though it’s a little bit cheaper elsewhere but can’t complain due to location.

Typical phở spot. Ordered the beef phở and it was good. Don’t come expecting some magnificent phở or anything. Come expecting a decent bowl of phở for a decent price and nice service.

The PHO broth is probably the best I have ever had. It’s hidden so you could easily drive right by it. The only thing I didn’t care for is that the place is extremely dirty and messy. The floors are unclean, the tables and especially the bathroom doors. You normally don’t see this in a Vietnamese culture at all and that everything is usually spic n span. This place needs a good scrubbing. The server was just so-so and I needed to remind him of an order but that was all offset by the wonderful taste of the food. Pricing was average for PHO establishments and we will certainly visit again. Asian places in general are interesting because the food doesn’t all come to the table at once like in American restaurants. One dish, five minutes later another dish, the appetizer at the end … it’s pretty unusual.

This phở spot has changed names a few times over the years. Came here for lunch and they had a spicy beef phở advertised on the table. I decided to give it a whirl. The soup was packed with flavor. I like spicy food with flavor and not just heat. I would recommend on a cold day. The egg rolls were very crispy and had just the right amount of filling. Reasonable prices.

Not sure why rating is low here it’s really good and clean with nice service. We had beef spring rolls mamas combination soup and filet plate. All are delicious. I love local and had tried other phone higher rating. But this ones better than those !

The setting for this restaurant is nice, it’s has a modern contemporary feel to it, but the food I had wasn’t that great. I had the Vietnamese sandwich, it was pretty skimpy and the bread was pretty hard. The traditional fresh roles were more like lettuce roles and once again pretty skimpy on the meat and mostly iceberg lettuce. I didn’t try their Phở, but I would find it hard to believe they would be much better with their other items.

This place is just eh, could be better. When I came in half of the table were still full of dishes and they didn’t get cleaned up the whole time I was there. The staff is friendly though. I came in for the phở, because I am on a journey to find the best Socal phở. Their phở tastes good nothing amazing but they are stingy on the meat portion size, rice noodles and their bean sprout and greens. The greens are not even fresh, guys if you serve vegetables make sure you keep them fresh and offer bigger portion if customers order a large phở. I will not come back here unless I am the area.

Came in last night as a last minute choice with my mom. Affordable prices & quality food. My mother and I got the appetizer sampler, Shrimp torpedoes, Springs rolls and Crispy rolls. So delicious loved the sauces it came with as well. We also ordered two regular phở bowls. and the man who was bringing it out was so accommodating he even brought a small bowl for my daughter which I thought was very thoughtful. The establishment was clean and the service was very good. Will definitely come back for more !

Got pork spring rolls, fried rice and the viet iced coffee for under $ 11. Food was a little bland, the peanut sauce i was given didn’t have any chopped peanuts or carrots or anything, just a brown, smooth sauce. The viet ice coffee was super bitter, but i haven’t had it enough to know if that is how its supposed to taste. I will look for better spring rolls elsewhere. I wanted bbq pork but its not on their menu so i just got grilled.

Phở Top Noodle 2 wins big in terms of value. Located in the middle of a forgotten strip mall in the middle of Harbor Avenue in Costa Mesa, Phở Top Noodle 2 is not much to look at from the outside and the name is inexplicable but that doesn’t mean they cannot put together a quality sandwich at a very reasonable price. I stopped in for lunch and thanks to 90 plus degree weather decided the namesake Phở would have to wait for another day. I instead went with the venerable Banh Mi chicken sandwich. The service was very good as far a Viet spot goes and at $ 4.99, you really can’t beat the price. The sandwich was good, borderline great. Fresh bread acts as a delivery mechanism for marinated and fried chicken, julienned carrot, cucumber, and a handful of cilantro that really makes the sandwich bright and summery. The chicken was a bit overcooked(and thus chewy) but not enough to make this a deal killer. Considering the price of admission it is hard to complain much about Phở Top Noodle 2’s Bahn Mi and if I find myself in the area and hungry on a rare cold day, I would like to return to try the Phở.

All I have to say is WOW. What a hidden gem. I was on my way to a concert in the area and needed a bite to eat first. I didn’t have anything specific in mind and I happened to spot this place as I was crushing by. I was quickly greeted as I entered and promptly seated. After a few minutes I placed my order. The food was out very quickly after placing the order. While I was enjoying my meal, the staff was very attentive, checked in often, and refilled my water quicker than I could finish it! I ordered a large filet mignon phở. Oh my gosh. It was TOODIEFOR. The brother was flavorful and the beef practically melted in my mouth. If I’m ever in the area again, I definitely know where I’ll be eating!

Pretty good for a Vietnamese place outside of Westminster. My GF and I usually get the Filet Mignon Phở and Beef Stew Noodle Soup and it’s always delicious. The Creamcheese Wantons(yeah I know, not really Vietnamese) and the Vermicelli are good too. Recently dropped by and saw a handwritten closed sign on the door??? I hope this doesn’t mean it’s permanent! Also got to mention, they actually come and fill up your water which seems very unusual for a Vietnamese restaurant so they get bonus points there. California drought is not an excuse every-other-phở-restaurant.

As far as food goes… I’d have to say that it was pretty good. I loved the fried rice and the sea food phở!!! My rating is for service. From the moment I entered I felt treated differently… Presumably because of my ethnicity since no one in the restaurant was Latino. I was asked where i would like to sit and prodded to sit an area that had not been cleaned up yet. I only highlight these observations because when an Anglo American woman walked in it was like rolling out the red carpet. I saw her being given different choices where to sit… the waitress was also rude and short with service-practically saying«what do you want now». I wasn’t rude to the waitress but had to be assertive to get the attention I needed(like everyone else there) as a customer. Maybe a bad day for them? Who knows… hope that’s not how the treat other ethnic groups that aren’t Asian or White.

I had the Bún thit nuong cha giò. It’s cold rice vermicelli noodles topped with grilled pork, spring rolls, fresh basil and mint, salad and bean sprouts, topped with peanuts and served with Vietnamese fish sauce(on the side). The meat was perfectly grilled and the herbs and salad were not soggy or wilted. It was very tasty. However, they forgot to add in the bean sprouts. Other than that, I would’ve gave this place 5 stars instead of 4. To drink I ordered their Ca phe sua da or café sua da, which is a traditional Vietnamese iced coffee with sweetened condensed milk. Although, some Vietnamese restaurants will serve it with a small individual metal French drip filter at your table(which takes twice as long before you can drink it), they already have theirs pre-made. This is ideal, if you don’t want to stay too long. The coffee was good, but I prefer my Vietnamese coffee a bit stronger. Nevertheless, it was still tasty. The service was great. They were very friendly and the place was clean, so I’m not so sure why the other posts had commented on their bad service. They must’ve ate there on a bad day, but to each their own. Yes, I would eat here again, but next time I will try their phở. I should’ve wrote a review based on their phở, since that’s what this restaurant should be noted for(it’s in their name), but as it is, it’s hot in SoCal right now, so I had to eat something refreshing instead.

Eh, I’ve had better. On cold and rainy nights, some phở is nice to keep the soul warm. This place is ok. The restaurant looks a bit worn out and it looks like they are trying to reconstruct the inside so it looks more modern, but it just feels dirty inside. The staff is friendly and rafter attentive. I got the chicken and rice plate -!: I thought it was ok. The chicken was tender and the vegetables were crispy, but the sauce was overpowering. There was a lot of sauce and it looked very oily. My mom got the phở and she said it was ok, it lacked flavor. I tasted a bit of her soup and the broth tasted like water. We all split the appetizer plate which was an assortment of meat eggroll, spring rolls, and chicken satay. Oh and the cheese wanton! The rolls were ok and the chicken satay seemed a bit dry. The cheese wanton was delicious! But anything with cheese is always a win in my book. Overall, it was an ok experience and it was nice to is definitely low prices for low type of food!
