If you’re traveling to Scottsdale/​Phoenix area, it is worth going out of your way to get a car from the Hertz in Fountain Hills. Easy. Quick. Painless. Flawless in every possible respect. Forget the airport and hitchhike to Fountain Hills if you have to. This is the place.
